Business rates headache for the Scottish Government

Business rates in Scotland are a hot topic as some businesses are facing huge increases on bills due in April 2017.

The Scottish Assessors Association has set out the new rateable values (RV) system following a long overdue revaluation that was repeatedly delayed by the Scottish Government. The change of rateable values in the revaluation comes down to the impact of the changes to the method by which rates are assessed and the changes of rates applied to different uses of commercial property.

High profile business leaders have spoken out - concerned that the new rateable values will threaten their businesses while encouraging others to appeal against the increased rates. At the previous 2010 revaluation there were there 67,000 appeals and there is every reason to suppose this latest revaluation will result in a similar level of appeals.

Following the Government’s announcement on business rates the Scottish Conservatives called for a review into the rate increases. Meanwhile the Scottish Greens will, this week, call on the Local Government Committee to reject the Government’s plan to cut the non-domestic rate by 1.8p while encouraging a debate on the need to consult parliament when setting the business rate poundage.

Prior to the revaluation, businesses were keen for a review of the system in order to support investment and business growth. The current revaluation, however, does little to alter the nature and structure of a system that is increasingly looking like it is no longer fit for purpose.
